Munich-based AI startup Pactos has raised €2.7 million in pre-seed funding led by HTGF (High-Tech Gründerfonds), with participation from Super Angels, Robin Capital, and notable angel investors including StepStone Group CEO Sebastian Dettmers and PERI Group owner Alexander Schwörer, as the company scales its AI platform for managing external workforce operations.
Founded in 2023 by co-CEOs Antonio Zill and Philipp Eckert alongside CTO Matthias Voigt, Pactos digitalises and automates the entire external workforce management process for medium and large enterprises. The platform combines vendor management system (VMS) and workforce management system (WMS) functions, aiming to replace manual processes with AI-powered automation.
The Munich-based company addresses Europe's €230 billion temporary staffing sector by centralising vendor selection, contract management, compliance checks, and workforce assignment tracking. Pactos' AI automatically review contracts, screens CVs, schedules interviews, and manages GDPR-compliant data processing while integrating with existing IT systems; imagine an SAP tool for external contractors. Current clients already include Swissport and Unique Personal, with the platform serving highly regulated European markets across logistics, manufacturing, food production, hospitality, and healthcare sectors.
