Bubble Robotics raises $5M pre-seed for persistent ocean robotics

Roughly 99% of intercontinental data flows now travel through undersea cables, and wind supplied 19% of EU-27 electricity in 2025, an increasing share of it from offshore. Both sit on the seabed, and both are increasingly framed as security infrastructure. The revised EU Maritime Security Strategy, reinforced by the 2025 EU Action Plan on Cable Security, identifies a specific operational gap: continuous monitoring of subsea assets currently depends on scarce surface vessels, with a single day of operations costing six figures.

Bubble Robotics, founded in 2025 with offices in Zürich, Paris, and San Francisco by Jean Crosetti (CEO) and Patricia Apostol (CTO), builds robotics-as-a-service for autonomous underwater inspection. Small robots dock at the company's BubbleDock surface platform, recharging and offloading data without crewed support, allowing them to remain on station for up to six months. A multi-sensor stack, spanning vision, acoustics, and oceanographic readings generates millimetre-scale digital twins of wind farm foundations, subsea pipelines, port basins, and other coastal assets, with the company reporting up to 70% cost reduction versus conventional vessel-based inspection.

The company has just closed a $5M pre-seed round, with Episode 1 Ventures, Asterion Ventures, and Norrsken Evolve leading and Angel Invest participating, following its Entrepreneurs First cohort. Bubble has signed over $4M in letters of intent from offshore wind, maritime security, and subsea infrastructure operators. Proceeds will go to first commercial deployments and engineering hires across the European and US offices.

The strategic point is the convergence: under the EUMSS, the Cable Security Action Plan, and the Critical Entities Resilience Directive, monitoring an offshore wind farm and surveilling a subsea cable now fall under overlapping security frames. Bubble sits at that intersection, with civilian inspection economics that double as dual-use capability.
